As authorized by the Clean Water Act, the National Pollutant Discharge Elimination System permit program controls water pollution by regulating point sources that discharge pollutants into waters of the U.S.  Therefore, untreated wastewater, including runoff from a simple trash can rinse, cannot be discharged to the storm drain system.
